The True Cost of L1 NOC Outsourcing

For years, the standard playbook for managing IT operations at scale was simple: outsource the Level 1 Network Operations Centre (NOC) to a global systems integrator. It looked good on a spreadsheet, promising 24x7 coverage without the heavy internal headcount. But the reality is often quite different, and a new report from BigPanda puts some stark numbers against what many of us have suspected for a long time.
They recently published "The High Cost of Low-Quality L1 NOC Outsourcing", and the findings are sobering. Here are the key takeaways that stood out:
- The Price Tag is Enormous (and Unpredictable): Enterprises spend an average of $5.36 million a year on outsourced L1 NOC triage. Furthermore, 90% of IT leaders report unplanned charges that add roughly 30% to annual costs.
- Quality is Suffering: Roughly a third (34%) of incidents are misrouted or require reassignment. Additionally, nearly a quarter (24%) of L1 NOC incidents are resolved incorrectly the first time, reopened, or reworked.
- It Drains Senior Engineering Time: L2 and L3 engineers spend an average of 41 hours per month resolving lower-tier work. This means highly paid engineers are spending a full workweek each month cleaning up failures that escaped L1.

The most interesting data point from the report is that IT leaders estimate 46% of these L1 NOC incidents are routine enough to automate. This is exactly where we focus our efforts.
