The $5.4 Million Illusion: Why Legacy Outsourcing is Breaking ITOps

For the better part of two decades, the enterprise IT playbook for handling complexity and scale was simple: throw more bodies at the problem. As infrastructure grew and ticket volumes surged, organizations leaned heavily into outsourcing IT operations to global systems integrators (GSIs).

But as modern IT environments become increasingly fragmented and AI accelerates the pace of change, that old math is fundamentally breaking down.

A recent report by BigPanda, titled The High Cost of Low-Quality L1 NOC Outsourcing, puts a staggering price tag on this broken operating model. According to the research, enterprises are spending an average of $5.36 million annually on outsourced IT operations support. Yet, despite this massive investment, persistent quality gaps are creating operational bottlenecks and exposing businesses to significant risk.

The True Cost of "Resolved" Tickets

When enterprises pay millions for Level 1 (L1) NOC outsourcing, they expect efficiency and resolution. Instead, the data reveals a system drowning in friction and rework. The survey of enterprise IT leaders found that:

  • 34% of L1 issues are misrouted: Over a third of tickets land on the wrong desk, compounding the average 34 minutes it already takes just to route an issue.
  • 24% are resolved incorrectly or require rework: A quarter of all issues are closed prematurely, only to be reopened and addressed again.

As BigPanda accurately points out, this isn't just wasted effort—"it's time for problems to quietly worsen while they sit 'resolved' on paper, but broken in practice."

The impact on overall service reliability is severe. A shocking 94% of survey respondents reported service-level agreement (SLA) breaches directly caused by poor outsourced ITOps performance.

A Fragmented Ecosystem Cracking Under Pressure

The sheer volume of noise in modern IT is staggering. The report notes that respondents handle approximately 25,000 L1 NOC incidents every month, with nearly 20% facing double that volume. To manage this load, teams are juggling an average of 19 different monitoring and observability tools.

To cope, organisations are stacking vendors. According to the study, 79% of organisations outsource to two or more GSIs. But adding more providers isn't solving the core issue; it's just making it more expensive. Ninety percent of respondents reported unplanned expansion, overage, or true-up charges, which inflate annual contract costs by an average of 30%.

As Assaf Resnick, Founder and CEO of BigPanda, perfectly summarized in the press release:

"If spending more and adding providers still produces the same errors, the problem isn't capacity. It's the operating model."

Moving Beyond the Human-Speed Bottleneck

The gap between machine-speed change and human-speed IT operations is widening. AI-generated code, microservices, and hybrid cloud environments are creating a reality that manual ITOps simply cannot keep pace with.

"The current model isn't built to survive what's coming," noted Resnick. The solution is not to eliminate human expertise, but to pivot to a model where automation handles the routine, repeatable noise, reserving human judgment for complex decisions and critical incidents.

The good news? IT leaders are waking up to this reality. The research indicates that 92% of respondents are open to evaluating or piloting alternatives to their current approach.
